SAPP New Markets Market Sounding Event

The Southern African Power Pool (SAPP) is inviting interested stakeholders to participate, either on-site or online, to a Market Sounding Event from 21-22 October, 2026. The event is designed to gather targeted input on the development, design and implementation of new market products.

Seeking to accelerate the integration of renewable energy sources into the generation mix while ensuring grid stability, reliability and efficiency, the SAPP is exploring which new market products could be integrated into its operations. With support from the ENGAGE (Accelerating the Energy Transition in Africa) project that is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented in partnership with GET.transform, SAPP has assessed several additional markets/products that could be facilitated and brought online by SAPP.

SAPP is conducting feasibility studies for the following products:

  • Renewable Energy Certificate (REC) Market represents a mechanism to allow the issuing, trading, and retiring of RECs, a product that embodies the environmental attributes of one megawatt-hour of renewable electricity.
  • Green Day-Ahead Market (GDAM) would be a dedicated Day-ahead market that allows market participants to buy and sell renewable electricity for the next day.
  • Regional Carbon Market provides a mechanism for issuing, trading, and retiring carbon credits representing one tonne of CO₂e avoided or removed.
  • Regional Electricity Financial Market would provide SAPP market participants with instruments to hedge exposure to short-term price volatility and to improve financial planning in an electricity system with increasing renewable penetration.
  • Regional Ancillary Services Market to be developed as an extension to the existing Balancing Market. Ancillary services are the system support functions that ensure stable and secure operation of the power system.
  • Allowing the Reselling of Firm Tranmission Capacity has also been put forward as a potential new product in the SAPP.

Rather than presenting final findings, the workshop will serve as a platform to test market readiness and preferences across the short, medium, and long-term horizons. It will bring together a broad range of participants, including existing SAPP members and stakeholders as well as new and emerging actors, to ensure that the proposed market structures reflect practical needs, commercial viability, as well as stakeholder expectations.

Participants to the Market Sounding event will be provided with multiple pathways to provide input: in-person during the session; in writing via a QR-code form; via email after the event; as well as via stakeholder polling that will be directly embedded within each of the sessions.
